Title VI, Part B, Subpart 2, Rural and Low-Income School (RLIS) Program

Title VI, Part B, Subpart 2, Rural and Low-Income School (RLIS) Program is intended to meet the unique needs of rural and low-income districts by providing resources and flexibility to supplement selected NCLB priorities. Challenges faced by these districts often include the lack of personnel and resources needed to compete effective for Federal competitive grants and formula grant allocations in amounts too small to be effective in meeting their intended purpose.

As a condition of receiving 2006-07 Title VI, Part B, Subpart 2 RLIS funds any district that received funds in at least three of the fiscal years 2002-03, 2003-04, 2004-05, and 2005-06 must (1)meet adequate yearly progress(AYP) and use funds as required in section 6222 of PL 107-110; (2)if the district is not meeting AYP, it must agree to use funds to carry out the improvement requirements of section 1116 of the Elementary and Secondary Education Act of 1965, as amended(NCLB of 2001,-PL 107-110).  If the district is not meeting AYP, but has received funds for less than three fiscal years, then they are to use funds as required in section 6222 of PL 107-110.
